TV's backlight LED were dead, we've changed them and then new LED's were flashing. We changed these parts on EAX65423801 PSU for solve this problem:

Q803 - PF610BL
R811-R812-R813-R814-R815-R816-R817-R818 - 1206 case 5R6 (5.6 Ohm) SMD resistor
R808-R823 - 805 case 102 (1 kOhm) SMD resistor

We've also checked IC801(BL0202B) and it was fine.
